Channel shadow AI use as signal, not risk to suppress
In most organisations, staff are already using AI in ways leadership has not sanctioned; treating that shadow use as evidence of real work-in-context rather than as compliance risk reveals use cases, knowledge gaps and adoption blockers that top-down planning will not find.
In most mid-tier organisations, by the time anyone formally considers AI governance, staff are already using AI — personal ChatGPT accounts, consumer tools outside IT’s view, workarounds that bypass formal policy. The use is ahead of the sanction. Two obvious governance responses are to forbid the unofficial tools or to ignore the practice and hope it does not cause problems. Both are bad. The working heuristic is a third option: channel the shadow use as signal.
Why shadow use is evidence
Staff using AI unofficially are doing so because it helps them with specific work. That specificity is valuable information the organisation otherwise has no way to get. Top-down planning cannot identify the places where AI is already earning its keep; it identifies only the places where leadership imagines it might. Shadow use reveals what is actually working — in the real conditions of the real job — before it has to be scaled or formalised.
Shadow use also reveals gaps: knowledge that is hard to find, workflows that are clumsier than they need to be, decisions that require information the formal systems do not surface. Staff reach for shadow AI where the formal infrastructure is failing them. The map of shadow use is, effectively, a map of infrastructure weakness.
What channelling looks like
The move is small but shapes the culture. Create space for staff to share AI experiences — a fortnightly user group, an internal forum, a shared document. Ask what is working and where it stops working. Make prompt libraries and successful patterns shareable across the organisation. Provide minimal governance — where staff can and cannot feed client information, what data retention rules apply — rather than prescriptive mandates.
The result is that shadow use stops being shadow. It becomes a visible practice the organisation can learn from and shape. Staff are not forced to hide what they are doing, and the organisation is not forced to pretend it does not happen.
The relationship to governance as a whole
This heuristic sits alongside Passive AI adoption is an implicit policy choice but addresses a different failure mode. Passive-adoption names the risk that vendor defaults become policy by omission; this heuristic names the opportunity in an already-present practice pattern. Both point at the same larger frame described in Start AI governance imperfect; iterate rather than wait: start governance from what is actually happening, not from a prospective idealisation of what should happen.
The prohibition posture fails for two reasons. It drives use underground, where the organisation cannot see or shape it. And it sacrifices the valuable signal — what staff actually need AI to help with — in exchange for the illusion that the organisation is in control.
